基于北京和成都团队分别起草的《废荧光灯管处理和回收BAT/BEP技术规范》和《废荧光灯管处理、回收和处置污染控制标准》（初稿），清华大学/亚太中心完成废荧光灯管处理和回收的BAT/BEP技术规范和污染控制标准编制，旨在为国家层次废荧光灯管回收和处理的技术规范和污染控制标准的制定提供信息基础和参考。此两项成果涵盖了含汞废物国家技术指南和汞污染防治技术政策，主要内容为对国内外废荧光灯管处理技术进行比较和适用性评估，针对废荧光灯管的收集、贮存、运输、处理和应急环节提出污染控制要求与控制技术。

Based on the “Technical specification of BAT/BEP of WFLs treatment and recycling” and “Standard for pollution control on WFLs treatment, recycling and disposal” (first draft) completed by Beijing and Chengdu partners, Tsinghua University / BCRC China completed the compilation of the national technical specification of BAT/BEP and the standard of pollution control on WFLs treatment, recycling and disposal. The two outputs combined with national technical guideline of waste containing Hg and national technical policy of pollution control of Hg are wished to contribute to national related standard documents.
