中国荧光灯管收集与处理示范项目总体回顾

        欧盟-中国环境可持续项目:中国荧光灯管收集与处理示范项目的总体目标是为了促进中国固体废物可持续管理以及重金属污染预防和控制。具体而言,该项目希望在北京与成都示范有效的废荧光灯管收集和处理方法,提升管理政策影响,并将示范经验和项目成果进行推广。通过三年项目活动的顺利实施,项目取得了丰硕的成果。

        在项目第一年,成立了项目管理办公室、指导委员会以及两个咨询工作组,为项目提供指导和确保更多利益相关方参与。为保障废荧光灯管收集示范活动的顺利开展,北京和成都项目组做了多方面的准备,包括通过专家会议起草和修订收集实施方案、设计废荧光灯收集专用容器,设计问卷调查、筹备交流材料,优先在两个小区开始收集试点等。同时,项目组开展了废荧光灯管相关的中欧管理政策对比、中国现状和风险评估、欧盟技术考察等基础研究,为后续政策建议提供了基础参考。此外,成功召开了项目启动会,并分别在北京和成都组织了两次大型启动宣传会,促进了示范项目的对外宣传和后续活动的实施。

        在项目第二年,主要活动包括废荧光灯管收集体系与运输模式的实施及优化、废荧光灯管回收处理全过程的生命周期风险评估、以及城市层次废荧光灯管管理办法和国家管理政策建议的起草。收集和处理示范方面,项目组在居民小区和大型用户的8个示范点开展了废荧光灯管收集活动;实施了废荧光灯管运输示范,并基于运输模式、路线、频次等的分析优化了运输方案;完成了示范过程中废荧光灯管破碎率测试和汞释放风险实验;编制了欧盟废荧光灯管技术与实践分析系列报告。基于示范活动和政策研究的成果,项目组起草了地方与国家层面关于废荧光灯回收处理的政策建议。

        在项目第三年,主要活动集中体现在总结废荧光灯管收集和处理示范、政策研究咨询、项目成果推广与宣传。基于废荧光灯管收集和处理示范的方法和经验,项目最终形成了一系列知识产品,为国家危险废物管理决策者、地方政府及相关利益相关者提供参考。同时,废荧光灯管回收处理的政策建议中总结了资金机制、收集体系关键因素、运行规则等经验,得到了国家和地方层次政策决策者的认可,为其社会源危险废物管理工作提供了支持。此外,通过研讨会、城市路演、大型成果宣传会等活动,进一步凝练了项目成果,促进了项目在相关决策者、政府部门、处理企业等利益相关者间的交流与分享。

        总体而言,项目活动按照预期目标和逻辑框架开展实施,取得的具体成果如下:

        • 在北京和成都实施了8个废荧光灯管收集示范,平均收集率达到60%。收集示范点包括大型用户和居民社区,示范及优化了有效的收集体系和鼓励机制,并总结形成了相关知识产品供参考。

        • 在北京和成都实施了废荧光灯管运输和处理示范,满足所有相关法规和规范。示范期间,处理废荧光灯管5100千克,回收汞0.189千克。基于示范经验及欧盟技术参观,编制完成了“中国废荧光灯管回收利用和处理处置污染控制标准”以及“废荧光灯管回收利用和处理的BAT/BEP技术规范”。

        • 促进了北京和成都废荧光灯管管理政策,保证了项目影响的长期持续。基于项目提出的城市层次开展废荧光灯管的管理政策和管理办法,成都试行了针对大型用户的废荧光灯管收集、运输和处理的政策体系,同时北京市环保局和成都市环保局也发起了有关管理政策/规定/标准的后续工作计划和项目。

        • 形成了实施废荧光灯管收集和处理及其管理的一系列知识产品,针对各方利益者包括居民、大型用户、处理企业、地方决策者和国家决策者提供了专门的经验和参考。

        • 项目完成了基础法规研究、中欧对比、LCA风险分析等内容。经过与多方努力,提出了废荧光灯管回收和处理的国家政策建议,向环保部、住建部、工信部等政策决策者进行了提交与讨论。该政策建议为我国社会源危险废物问题提出了建设性解决方案,得到了相关部门的高度认可。

        • 通过在其他六个城市或省份开展的路演以及在北京和成都召开的大型宣传会等活动,促进了相关决策者、政府部门、处理企业等利益相关者对项目成果和方法的认识和了解。 

 
 
 
Executive Summary of EU - China Environmental Sustainability Programme: China Fluorescent Lamps Collection and Treatment Demonstration Project (Project CFL)

        Project CFL is aimed to contribute to sustainable solid waste management and heavy metal pollution prevention and control in China. The specific objective is to demonstrate effective approaches and improve the policy environment for WFL collection and treatment in Beijing and Chengdu, and to disseminate successful models. During the project, activities had been conducted according to the proposal, and fruitful achievements were made.

        In the first year of the project, the core project team, the project steering committee and two programme advisory groups were established. Many efforts had been invested on the start-up of collection and treatment demonstrations in Beijing and Chengdu. In addition, extensive preparatory work had been done including the baseline research on EU-China comparison, LCA impact report of WFL in China and EU policy and technology exchange tour in EU countries. At the same time, the project kick-off conference and two launch events were held, which had generated visibility to a wide range of stakeholders and created a pathway for building governmental support and project ownership to facilitate the implementation of subsequent activities.

        In the second year of the project, the main activities had covered implementing demonstrations to explore optimal collection schemes and transport model; conducting risk assessment of WFL collection, storage, transport and treatment; as well as drafting city-level management measures and national policy recommendations of WFL. Eight pilot sites including residential communities and group consumers were officially launched and consistently implemented; the transport schemes including transport model, route, frequency and vehicles have been explored and optimize; a LCA assessment combining with lamp breakage possibility test and experiment of mercury content for lamp breakage has been conducted as the guidance for potential improvement; the technical standards on WFL treatment and practical experiences of EU were compiled. Based on the demonstration results, baseline research between EU and China, both municipal-level and national-level policy recommendations on WFL collection and recycling, and policy consulting workshops had been conducted.

        In the third year of the project, the main activities had covered drawing conclusion of collection and treatment demonstration; policy research and consulting for WFL management at city-level and national policy; as well as dissemination activities of project achievements and demonstration experience. A series of knowledge products were finalized for policymakers and other governments/stakeholders interested in better management of WFL. The practice experiences for WFL collection, transporting and treatment were summarized into the policy recommendations, which were recognized by national and local policymakers and experts and facilitated related management work of hazardous wastes from social sources. At the last few months, project’s main outputs were shared through a lot of channels available, such as work-shops, road shows and dissemination conferences.

        In general, the achievement status comparing with the expected outcomes is briefly listed as follows:

        • 8 collection demonstrations of WFL were con-ducted in Beijing and Chengdu, which achieved an average collection ratio of separated WFL of 60%. Both in residential communities and in group consumers, best practices for collection schemes and incentive mechanisms were demonstrated, optimized and summarized into knowledge products for reference.

        • Transportation and treatment demonstrations of WFL conforming to all relevant regulations and standards regarding pollution and recycling were conducted. A total of more than 5100kg WFL, from which 189g mercury has been separated and recycled, has been treated. Based on the experience accumulated in demonstrations and study tour to EU, the standard for pollution control on WFL treatment, recycling and disposal in China and the technical specification of BAT/BEP of WFL treatment and recycling were achieved.

        • Local policies on WFL management in Beijing and Chengdu has been greatly improved, granting long-term sustainability of the Project impact. The policy scheme on WFL management of group consumers was piloted in Chengdu, and succeeding policy plans and further program on WFL management policies/regulations/standards have been initiated by Beijing Environmental Protection Bureau and Chengdu Environmental Protection Bureau.

        • A complete package of all required knowledge products to facilitate implementing WFL collection and treatment were achieved, which pro-vides special experience and reference for different stakeholders including residents, group consumers, treatment companies, city-level and national policy-makers.

        • National-level policy recommendations on col-lection and recycling of WFL were developed following the multi-stakeholder process, submit-ted and discussed with relevant national policy makers. The national recommendations provide constructive solution for the management of hazardous wastes from social sources, and are highly recognized by national governments.

        • Promotion and dissemination of the Project achievements and know-how were conducted through project events, including policy work-shops, road-shows in 6 other cities, 2 dissemination conferences, media exposure, in which relevant policy makers, governments, enterprises, and others are aware of project approaches.
