Current Situation of E-waste recycling in China

  On December 9th, 2010, < Guideline on Qualification Verification and Approval on Treatment Enterprises of Waste Electrical and Electronic Equipment Guideline> was published by Ministry of Environmental Protection, China. The Guideline focus on the products listed on < The Catalogue of treatment of Waste Electrical and Electronic Equipment (First Batch)>, which means televisions, refrigerators, washing machines, room air conditions and computers. For recycling the unlisted waste electric and electronic products, according to “Administrative Measures on the Prevention and Control of Environmental Pollution by Electronic Waste” (SEPA, No.40, effective since Feb. 2008), the recyclers should apply to be in the unit list (including individuals) of e-waste dismantling, utilization and disposal (including provisional list). After the termination of “old for new” rebate program, the current disentailing enterprises need to reapply for the recycling qualification, and the WEEE should only be sent to the qualified enterprises.     

 According to “Regulations on the Administration of Recycling and Treatment of Waste Electric and Electronic Equipment” (Decree of the State Council, No. 551, effective since Jan. 2011) and the supporting policies, by 2015, 129 planed e-waste treatment enterprises would be built. Ministry of Finance has announced four batches of qualified WEEE enterprises which are authorized to be funded, which contains 106 e-waste treatment enterprises. As the implement of the Regulation and the supporting policies, the industry of WEEE recycling in China will be further promoted.
