Dr. Chang recently retired from DC Water and Sewer Authority. He has been the Chair Professor of Dalian Maritime University. He is also the Adjunct Professor of College of Civil Engineering, Zhejiang University of Water Resource and Electrical Power. Dr. Chang is the past chair of Watershed Management Committee and Advisor of Stormwater Institute, Water Environment Federation. His specialty includes resources recovery, asset management, and water and wastewater infrastructures.
