The development of circular economy has a significant synergistic effect of reducing pollution and carbon. In order to achieve the "dual carbon" goal and implement resource circular management, it is necessary to integrate management objectives and tasks, path measures, quantitative methods and policy tools into the management system of carbon emission reduction, account evaluation system and market system. Numerous issues still need to be researched and resolved in the studies. This sub-forum plans to invite experts from different fields from scientific research institutions and industry associations to conduct reports and discussions. The topic will combine new international and domestic situation and challenge, discuss on the potential of carbon reduction in circular economy, implementation path, full life cycle carbon footprint accounting and evaluation and policy support.

  • Xiaoyan MENG Associate Professor

    Institutes of Science and Development, Chinese Academy of Sciences

    Xiaoyan Meng is an associate researcher at the Institutes of Science and Development, Chinese Academy of Sciences (CASISD). She received her doctorate from the School of Environment of Tsinghua University. Her research interests include resource and environmental management and policy, circular economy and industrial ecology, green low-carbon and sustainable development strategy, etc. She has led a number of projects in recent years, including the National Natural Science Foundation Youth Project, the National Key Research and Development Program of the Ministry of Science and Technology, the China Postdoctoral Science Foundation Project, the A Class project of the President's Youth Fund of CASISD, and the Frontier Exploration Project. She participated in more than 10 major research projects such as the national high-end think tank key projects and the National Development and Reform Commission Carbon Peak carbon neutrality research project. Up to now, she has published more than 30 papers in core journals at home and abroad, co-authored or participated in the compilation of 9 monographs, and obtained 8 national computer software Copyrights. As the main author, she drafted more than 20 high-end think tank consulting reports, decision reporting information, policy evaluation reports, etc. A number of policy recommendations had been adopted by General Office of the CPC Central Committee or General Office of the State Council, PRC, and obtained more than 10 achievement application certificates and thank-you notes from the National Development and Reform Commission, the Ministry of Ecology and Environment, and local and provincial party committees. A proposal submitted to the National Committee of the Chinese People's Political Consultative Conference won the Second Prize of "2023 Participation and Deliberation Results of the China Association for Promoting Democracy". In 2022, she won the "Top Ten hot Papers of the Most Public Concern" paper award from the Proceedings of the Chinese Academy of Sciences. She served as an expert in the think tank of Chemicals and Waste Environmental Management of Basel Convention Regional Centre for Asia and the Pacific and the young editorial board member of the Journal Environmental Protection.
