To enhance China's capacity for hazardous waste environmental management and disposal, and to ensure environmental safety,with the support of the State Environmental Protection Administration(Ministry of Ecology and Environment) Tsinghua University, Chinese Academy of Environmental Sciences, Sino-Japan Friendship Center for Environmental Protection and Cleanaway Company Limited, the Hazardous Waste Management Training and Technology Transfer Center of the State Environmental Protection Administration and the Asia Pacific Regional Hazardous Waste Management Training and Technology Transfer Center (Basel Convention Regional Centre for Asia and the Pacific) hosted the "2005 International Conference on Hazardous Waste Management Policy and Treatment and Disposal Technology" in Beijing from May 31 to June 1, 2005. The purpose of the conference was to improve China’s hazardous waste environmental management and disposal capabilities by exchanging domestic and international technologies and management experiences, thereby ensuring environmental safety.
The sponsors of the conference include Cleanaway Company Limited, Dolomatrix International Limited and PEAT International Limited. 106 representatives from domestic and international organizations involved in hazardous waste environmental management, treatment and disposal, scientific research, as well as waste-generating enterprises, attended the conference. Among them, 12 representatives were from foreign countries, and 3 were from Taiwan. During the conference, 21 experts delivered speeches. Opening remarks were made by Mingjian Chen, Deputy Director of the Pollution Control Department of the National Environmental Protection Agency, Dean Jiming Hao of the School of Environment at Tsinghua University, and Dr. Mingxin Chen of Cleanaway Company Limited. At the same time, Mingjian Chen, deputy director of the Pollution Control Department of the State Environmental Protection Administration, Fei Yu, director of the solid State Department, and Jiming Hao, dean of the School of Environmental Science and Engineering of Tsinghua University, delivered opening speeches respectively.
The main reports in the conference are following:
1) Hazardous waste management policy: China's hazardous waste management policies and regulations, the construction and planning of China's hazardous waste treatment and disposal facilities, the status quo of hazardous waste management in China, theoretical and practical aspects of hazardous waste identification, the status quo and trend analysis of China's hazardous waste treatment and disposal technology and industry, the historical experience and development trend of hazardous waste management in developed countries, the risk management of hazardous waste management -- insurance and finance, a case study on hazardous waste management in Australia, the latest advancements in sludge treatment and control management, and the critical role of management in hazardous waste.
2) Hazardous waste treatment and disposal technology: plasma pyrolysis treatment technology of hazardous waste, chemical stabilization and solidification treatment technology of hazardous waste, PCBs waste management - collection, pretreatment, transportation, treatment and final disposal, biological treatment technology of hazardous waste, investigation and result analysis of POPs waste in China;
3) Local city management: Shanghai Environmental Protection Bureau, Ningbo Environmental Protection Bureau
4) Domestic treatment and disposal representative enterprise: Dalian Dongtai Industrial Waste Treatment Co., LTD.
After the conference, the Basel Convention Regional Center for Asia and the Pacific edited and published the conference proceedings "Hazardous Waste Management Policies and treatment and disposal Technologies".
