AREA OF EXPERTISE AND RESEARCH INTEREST
 
More than fifty (50) years experience, research and operation in the areas of environmental pollution control with emphasis on municipal solid waste management, operations, recycling, waste to energy, planning and design transfer station, landfill disposal, circular economy, household hazardous waste ( HHW) management, end user markets, recycled product procurement, waste minimization/prevention, waste audit, design material recovery facility (MRF), biomass technology, construction & demolish (C&D) waste recycling, and CO2 reduction. Developed an award-winning public-private recycling partnership that has saved millions dollars for the Houston, the partnership was used to implement a comprehensive recycling program for the Houston, and was a founder of Houston
comprehensive recycling program since 1982.
 
HONORS
 
2009 -2019: Each of the year as an invited Keynote speaker and guest speaker in the annual International Conference of Waste Management and Technology  (ICWMT), sponsored by Ching-Hua University, Beijing, China
 
1999 - 2004: Appointed by the Houston Mayor Lee Brown to be Environmental Protection Coordinator and Advisor to the Shanghai Municipal Government, China 
 
2007 - Invited as a Keynote speaker at " Contamination  Clean Up 07" , an Industry Summit held in Australia, June 2007
 
1998, 2000 and 2005 - Three times as an invited Keynote speaker at the International Solid Waste Technology Conference, sponsored by Taipei Municipal Government.
 
1993 - Received the United States Conference of Mayor's Municipal Solid Waste Management Association's National Fellowship and Achievement Award, given in recognition of Mr. Chen's outstanding contribution in the field of solid waste, Washington D.C., USA
 
1999 - As Mayoral appointee & delegate of the Houston Mayor's Business Development Mission to Japan, China, Taiwan and other Asia countries to promote business development in the area of environmental protection.
 
2002 - Second time as Mayoral appointee & delegate of the Houston Mayor's Business Development Mission and visited sister cities such as: Beijing, Dalian, Shanghai. Shi-an, and Hangzhou.
 
1984 and 2002 - Two times as an invited Keynote speaker for The Environmental Protection Session at the Modern Engineering & Technology Seminar (METS,近代工程技術研討會) sponsored by Executive Yuan, Taiwan, Republic of China
 
2004 - Received President's Award from the Recycling Alliance of Texas for outstanding leadership in solid waste & recycling
 
1989 - Invited as a Delegate of the Environmental Protection session of the National Development Conference (國家建設研討會)sponsored by government of the Republic  of China
 
1998 - Received the Chairman's Award for outstanding leadership in Houston's recycling efforts from the Houston Corporate Recycling Council (HCRC)
