Desmond Leo Lee Pheng am attached to the Kota Samarahan Municipal Councill (MPKS) since 2019. And he introduced and implemented with the financial aid and assistance from Economic Planning Unit, Premier Sarawak Office, Sarawak, Malaysia (EPU). Before this date he was with City of Kuching North (DBKU), since 1992. Appointed as Head Of Public Health, Environmental Health And Licensing Section in MPKS, he’s holding the post as Environmental Health Officer for the past 6 years in this council.

Desmond Leo Lee Pheng's experiences covered wide range of scope and exposure ranging from planning & implementation of projects to management system. Solid waste management (involved in State master plan study on waste management with Natural Resources Environmental Board, Sarwak, Malaysia (NREB), and also council level planning and implementation level). Waste minimization management and environmental health education (Initiated the waste Recycling & 3R efforts in DBKU and also few others initiative in MPKS eg. “Pusat Hijau Komuniti MPKS” and market waste organic composting efforts). Waste water management (Involved in the planning of waste water operation through desludging activities to ensure pollution of our public waterways are minimize and meet the standard stipulated in the guideline and requirements). Desmond Leo Lee Phengwas also appointed as one of CIDB SHASSIC Assessor.
